Just got a GAZELLE champion mondial frame - 531 butted sticker (not double) - campy 1010 dropouts - no braze-on's, AT ALL (except for bottle cage) - rear and front forks with chrome half-way - S/N 2423143 how can i date its circa? Yours has a number that's quite a bit lower, so how much older is it?

I'm pretty sure Gazelle introduced the Champion Mondial model name in 1970, after Harm Ottenbros became pro world champion in 1969, riding for the Willem II-Gazelle team. So your frame could or should be a 1970 build.

More remarks: it doesn't have the typical 'Gazelle butterfly' brake bridge, it has a very 60s fork crown, not used by Gazelle in later frames and it's kind of puzzling it doesn't have 531 DB tubing. So it looks older than 1970!
